Divided over five chapters, the film chronicles the events of the surgical strike conducted by the Indian military against suspected militants in Pakistan occupied Kashmir. It tells the story of the 11 tumultuous events over which the operation was carried out. Indian army special forces carry out a covert operation to avenge the killing of fellow army men at their base by a terrorist group.

Naina Sethi a successful entrepreneur finds herself locked in a hotel room.When she gains conscious she finds herself lying to corpse of her lover Arjun she is arrested for the murder.But left on bail her lawyer Jimmy hires a defense lawyer Badal Gupta who hasn't lost a case since last 40 years.Badal and Naina discuss about the events that happened during that day.But Badal feels that there are lot many loopholes in Naina's story.

A wealthy and cruel businessman, Bhaktawar lord over a dockyard making all the workers his slaves. Years later Tiger is now known as Shekhar, a respected man with two brothers Kumar and Vijay. Tiger must now ensure that his past life is buried and ensnared a bright future for his two brothers.

An underworld criminal name JK is involved in terrorism as well as criminal activities, he also intervene in government affairs and is a crook in the book. When an honest police inspector Srivastav attempts to expose JK he is framed and evidences are tampered with so he is unable to prove his innocence, an as a result he commit suicide by hanging himself leaving his wife and son behind. Years later his son grows up an become a police inspector like his dad; inspector Vijay Kumar Srivastav; but is very much different from his dad by turning a blind eye to criminal activities, never serious with his job and accept huge sums of money to let off petty crooks. The talk of the town is a man in black clothing who calls himself "Shahenshah"; he operates as a Judge in the night, giving a verdict against his victims and killing them in a Executioner style. A newly arrived governor finds his province under the control of the corrupt Colonel Huerta. To avoid assassination by Huerta, he pretends to be weak and indecisive so Huerta will believe he poses no threat. The trio crosses the border, the two men seeking a cache of gold while O'Donnell pursues her revolution. Lozoya has the key to the gold, but Nero knows where the other half of the map is.
